IG High Level Training

DiploFoundation (Diplo), Hivos and Tunisian Internet Agency (ATI) propose the high level session “Internet Governance Capacity Development”, to take place on 16 June 2013, as a pre-event to the Freedom Online Conference in Tunisia.

The two-hour long session aims at assisting Ministers, Parliamentarians, high officials and corporate and civil society leaders from MENA to deal with emerging policy processes related to Internet governance. The main focus of the session will be on the effective mechanisms to develop and strengthen capacities of institutions involved with decision-making and policy-shaping in the field of Internet governance - including online freedoms, rights and principles, local content and services, jurisdiction and territoriality, critical infrastructure and resources, economic models, and cyber-security, privacy and data-protection. The session will also discuss means of regional cooperation in the field and participation in various regional and global process related to Internet Governance (WSIS, IG Forum, African IGF meetings, ICANN, ITU, etc).

A special focus will be given to analysing the recently established Arab Internet Governance Forum, the actors involved and the issues at stake especially from the human rights lens. This part will aim at engaging the Arab region governments to be actively involved in the process and equally contributing in the debate with other stakeholders vis-à-vis Internet policies in the Arab region.

Based on several successful concepts and initiatives, such as the Diplo’s “Internet Governance Capacity Building Programme” and Hivos’ “Internet Governance and Policy: Anchoring and Safeguarding Internet Openness” training, the session will explore possibilities for a cooperative capacity development programme for MENA and invite for a regional and global partnership.
